Queensland law sets conditions before a tenant can be charged for water.
The key rule is in Section 166 of the Residential Tenancies and Rooming Accommodation Act 2008 (Qld).
Under Section 166, the tenant may be required to pay water consumption charges only if:
✅ The premises are individually metered (or water is delivered by vehicle), and
✅ The agreement states that the tenant pays water consumption charges.
✅ And importantly. A big “and”. The tenant may be required to pay all water consumption charges only if the premises are water-efficient during that period.
“Water efficient” has specific standards. So you need evidence, not hope.
The RTA explains that for a tenant to be charged for all water consumption, the property must be:
✅ individually metered
✅ water efficient
✅ stated in the rental agreement
✅ and the bill must be given within 4 weeks of the owner/agent receiving it

Landlords and rental property owners can only charge tenants for water consumed by providing:
🤝 The rental property has an individual water meter
🤝 The rental property is water-efficient, and a Water Efficiency Certificate is held on file.
🤝 The signed tenancy agreement states that the tenant must pay for all water consumed.
🤝 The owner/agent provides the bill within 4 weeks of receiving it.

For us to issue your rental property with a Water Efficiency Certificate, the following fixtures are required to be:
✅ The rental property has an individual water meter
✅ Internal taps (including mixer taps) are WELS-compliant and have a maximum flow rate of 9 litres per minute.
✅ Showerheads are WELS compliant, max 9 litres per minute
✅ Toilets are dual flush, max 6.5L full and 3.5L half.
✅Bath taps do not need to meet these requirements.
✅ Outside hose taps, washing machine taps, and dishwasher taps are not included
When you receive your property’s quarterly Gold Coast Water bill, several charges appear. These include:
💵 Sewerage Access Charge – Fixed Access Charge of $783.00. Tenants cannot be charged this cost. It is an annual access fee.
💵 Water Service – Fixed Access Charge of $307.00. Tenants cannot be charged this cost. It is an annual access fee.
💵 Water Consumption Shows kilolitres consumed at $1.463 per kilolitre. The tenant is responsible for paying this charge.
💵 State Bulk Water Price Shows kilolitres consumed at $3.517 per kilolitre. The tenant is responsible for paying this charge.
💵 Non-Drinking Water Usage Charge Pimpama-Coomera Dual Reticulation Area shows kilolitres consumed at $3.450 per kilolitre. The tenant is responsible for paying this charge.

Yes. We inspect the flexi hoses and note their condition. You also receive a written condition report for your records and insurer.
It’s covered by the Residential Tenancies and Rooming Accommodation Act 2008 (Qld). Section 166 deals with water service charges.
Because the Act limits when a tenant can be required to pay all water charges. The premises must be water-efficient for that period.
